Value parking is not a discount brand bolted onto the airport. It is the airport's own long-stay product line, run alongside the terminal car parks, and priced lower for that reason. The free shuttle is the whole mechanism of Value parking, so it is worth understanding before you book. It runs continuously, 24 hours a day, on a roughly 15-minute cadence according to the airport. That means your realistic wait is somewhere between zero and 15 minutes, plus the ride to your terminal.
On a normal weekday morning this is straightforward. On a public holiday eve or the Friday before school holidays, allow extra. The bus drops you at the terminal, and you catch it back at the same designated stop on return.

Value Car Parks book through the same online flow as the terminal car parks, and prebooked access uses the QR code from your confirmation email at the barrier. You can store the code in Apple Pay or Google Pay or keep a screenshot. The car parks are cashless, and Melbourne Airport says Google Pay is accepted for bookings and for entry and exit.

Value versus T123 and T4: the honest comparison
T123 Terminal Car Park connects directly to Terminals 1, 2 and 3 via a covered link bridge, no bus required. T4 Terminal Car Park sits about 100 metres from Terminal 4. Both are pricier because you are buying walking distance. Value parking undercuts them and asks you to accept a bus and an open-air lot instead. There is no universal winner here. A five-day trip usually favours Value. A one-night T4 run usually favours the terminal car park once you count the transfer.

The saner choice on a one-night T4 turnaround, once the bus and the walk to the stop are counted against the saving.
Which trip length suits Value
Value parking earns its keep on the longer trips. Assuming you are already prepared for the courtesy bus, the saving compounds as the days add up, and you stop caring that the lot is open-air. For a quick overnighter, the bus and the walk to the stop can eat into the advantage, and the terminal car parks become the saner choice.
The break-even point depends on current rates and your own patience, so run your exact dates through the airport's online booking flow and compare the totals side by side.
